American officials were surprised by Israel’s two airstrikes on Syria.  The big takeaway here is not that this will trigger a wider war.  If that were the case, Israeli Prime Minister Benjamin Netanyahu wouldn't have left for China on Sunday.  The major story is that feckless American policies are causing other nations to act on their own to protect themselves—and not telling us beforehand.  Nobody seems to trust the White House anymore. We'll probably see the same thing happen in Korea soon.  The South Korean military is primed to retaliate against the next North Korean provocation, with or without our involvement.  And a stunning 66% of South Koreans recently said they wanted their country to possess nuclear weapons, a vote of no confidence in the American nuclear umbrella that protects their country.  Park Geun-hye, the South Korean president, will be meeting President Obama on Tuesday and there'll be expressions of solidarity, but behind the scenes South Koreans are questioning American leadership at this crucial time. The 1-2-3 Agreement prevents South Korea from reprocessing uranium; was supposed to have been re-signed by now but discussions were contentious so it's hanging fire.  It's not important if a US president has strained personal relations with a PM of Israel; what's important is a conjunction of goals for common benefit.  If the US can’t get along strategically with Israel or South Korea, we're in deep trouble.
