Tuesday 2 June  2020   / Hour 1, Block A:  Joseph Sternberg, WSJ editorial board in London, in re:   How England is adjusting to the time of the virus.  The question-mark-shaped recovery.  Never in history have we tried cryogenically to freeze an economy for three months and then restart it quickly.
Tuesday 2 June  2020   / Hour 1, Block B:  Joseph Sternberg, WSJ editorial board in London, in re:   UK has just had the sunniest springtime since 1929. Emerging from lockdown, people are making up for lost time. People are lying on the grass in parks; are desperate to be sociable again.  Government policies are evolving gradually and by seat of pants.  Now you’re allowed to have a barbecue in your backyard, but maybe not to enter your home to use the loo.  Busses are running at half-capacity. School will soon reopen.
Tuesday 2 June  2020   / Hour 1, Block C:   Bill Whalen, Hoover Area 45 podcast, in re:  Mayor Garcetti of Los Angeles asks for National Guard; Governor Newsom agrees.  The riots following the Rodney King scandal.  Now, looting is directed at rich areas, esp Rodeo Drive and Hollywood Hills   Graffiti left: Eat the rich. In 1992: riots were vicious; governor had to speak with George H W Bush to get troops. Marines arrived.  Cuomo, who wants to send in the National Guard,  thinks the NYPD is weak   [In fact, they’ve been cut off at the ankles by the New York City mayor and are reasonably afraid to act normally lest they be chastised.  —ed.]
Tuesday 2 June  2020   / Hour 1, Block D:   John Yoo, Berkeley Law School,  Insurrection Act of 1807 (insurrection, conspiracies) : governor may call in the Guard when needed.  DC is different from the fifty states. Delicate balance between states and federal.  The whole of DC is federal.   Republican Form of Government Clause.  Bush 2 tried to include natural disasters and such emergencies; Democrats withdrew the amendments. 
 
Hour Two
Tuesday 2 June  2020   / Hour 2, Block A:  Elizabeth Peek, TheHill and Fox News; in re:  Six to nine months from now we’ll be in a recovery.  U-shaped? V-shaped? L-shaped?  Had it not been for the riots, I would’ve said V; but now it’s impeded.  Momentum lost.  Americans sat on the first round of stimulus checks. A lot of workers are furloughed.

Tuesday 2 June  2020   / Hour 3, Block A:  Richard Epstein, Chicago Law, NYU Law, Hoover; in re: Immunity, in two forms..  First: absolute immunity from civil suit. Separate disciplinary procedure for judges. Simple negligence is not enough to strip someone of immunity. You’re immune unless your behavior violates some established social norm. The police officer in Minnesota: a clear case of a violation. What to charge him with? . .  .

Tuesday 2 June  2020   / Hour 3, Block C:  Gregory Copley, Defense and Foreign Affairs, in re:   The whole world is changing its nature, has been for a while; we’ll see a massive diminution in revenues to many countries as universities and university towns depended for their great wealth on foreign students.  A major re-think.  Will throw a lot of academics on the junk pile. Also, declining populations. We’ll see that education will provide qualifications suited to different things; mfrg, survival, agricultural skills, practical matters.  Private-sector bootstrapping.  Removal of large numbers of Chinese students from Western universities – US, Australia, Canada, UK.  Many students work sotto voce for Mainland intelligence services.    Current US riots are being partly paid for by . .  . Gyorgy Soros.  Chinese music students turn up as militants in American riots.  Nationalist vs globalist reactions: a regular cycle.   Reversion from globalist jingoism to  . . .   The virus has become a trigger, a pivot-point, of change.  Covid-19 is the gunpowder. Accelerated when Xi Jinping took power in 2012.
Tuesday 2 June  2020   / Hour 3, Block D:  Gregory Copley, Defense and Foreign Affairs, in re:  The energy re-think in the balance of the Twenty-first Century. Russia in a superior position.  Hard to see how, and it’s unlikely that, Russia will be displaced in oil, gas, nuclear, and hydroelectric. Sophisticated energy structure.  Its gas will save PRC.  Russia is now the most advanced in the world in selling nuclear.  Russia is a very stable player because its industries are controlled by the Kremlin. The last thirty years: free trade meant that the world gave its mfrg to China; we all became dependent on it. Now, China is becoming existentially dependent on Russia, incl for LNG.  China is equally dependent on China for food from the USA and elsewhere.  Russia has been a critical supplier of defense and space for China. 
     The one thing Riyadh asked of Moscow as to keep Teheran off its back, which Russia has not done. Russia’s ma ally is Iran; is the geopolitical linchpin in the Middle East and Central Asia.  Saudi is a dwindling power.   Germany abandoned nukes out of morality; is wholly dependent on Russia for power.  The Russia-US competition visible in Belgrade, where intell services abound.  Russia succeeding in Germany and Serbia which the US has treated badly.  Squared off in Montenegro.
